The Black Hawk County laborshed is the region from which the cities of Waterloo, Cedar Falls, and Evansdale, Iowa draws its commuting workers.  To determine the boundaries of the Black Hawk County laborshed, local employers supplied Zip code listings of where each of their employees reside.  A telephone survey in 2007 was then taken of residents (ages 18-64) living within laborshed areas to create a profile of the area's work force.
